12:45 p.m. update: The snow is still falling, and the wind is kicking up, which is creating mini-blizzards as snow falls from trees and rooftops. We drove through Ballard’s surrounding neighborhoods to snap some photos. All in all, traffic is moving smoothly, but the roads are still very slick.
